Volunteer Programs with EPPD
Make a difference in El Paso by joining one of our volunteer programs. Your time and commitment help improve safety, support the community, and strengthen trust between residents and law enforcement.
- Disabled Parking Enforcer – Check for parking violations and issue citations.
- Victim Services Response Team – Provide crisis support or transportation for victims when requested by officers.
- Chaplain Program – Offer spiritual support to EPPD members and the community.
- School Zone Safety Volunteer – Help children and families cross safely and guide traffic near schools.
- Citizen’s Advisory Board – Advise police commanders on community issues and solutions.
- Discipline & Shooting Review Boards – Review internal cases and officer-involved incidents.
- Volunteers in Patrol Service (VIPS) – Act as ambassadors, reporting safety concerns and supporting quality of life in El Paso.
To participate you must:
- Apply: Submit a volunteer application (also available at Regional Command Centers, or Police Headquarters).
- Train: Complete the Citizen Police Academy within the last 12 months.
- Interview & Background Check: Pass both to qualify.
Requirements
- Live in the City of El Paso.
- Be at least 21 years old with a valid driver’s license.
- Able to drive and get in and out of a vehicle without assistance.
- Clean record: no felonies, no Class A misdemeanors, no Class B misdemeanors in the last 5 years, and no DWI in the last 10 years.

Citizen's Advisory Board
The Citizen's Advisory Board works with EPPD to improve safety, build trust, and strengthen the quality of life in our neighborhoods. Acting as a bridge between residents and police, the board encourages teamwork and open communication to solve problems together.
Learn About Meetings & How To Join
Each Regional Command has its own advisory board, made up of at least ten community and business representatives. Board members are appointed by the Regional Commander and serve two-year terms, with elected officers (chair, vice-chair, and secretary).

- Held monthly (open to the public)
- Additional meetings may be scheduled if needed
How To Join
- Live or work in the region
- Attend 3 consecutive board meetings
- Submit an application and pass a background check
- Complete at least the Citizens Police Academy Basic Course (all three courses preferred)

Citizen Police Academy (CPA)
The goal of the Citizens Police Academy is to provide the citizens of El Paso with an orientation of the mission, structure, and the philosophies of the El Paso Police Department and law enforcement. This program is designed to increase the level of police/community cooperation and to encourage citizens to become active participants in Community Policing.

The El Paso Police Public Safety Cadets Program is a nationally recognized, nonprofit initiative that prepares young adults ages 14–20 for leadership and careers in public safety through hands-on training, real-world experiences, and mentorship from law enforcement professionals. The program builds confidence, character, and practical skills that empower cadets to become responsible leaders and engaged members of their community.
