Retired Officer Firearms Qualification & LEOSA Compliance
The El Paso Police Department supports honorably retired peace officers seeking to maintain their firearms proficiency and eligibility under the Law Enforcement Officers Safety Act (18 U.S.C. § 926C). The EPPD provides guidance on state requirements and training options available in the El Paso area.
Qualified Retired Firearms Certificate
To pursue carry privileges under LEOSA, retired officers should obtain a Qualified Retired Firearms Certificate from the Texas Commission on Law Enforcement (TCOLE). This certificate requires:
- Proof of honorable retirement from a law enforcement agency.
- Completion of annual firearms proficiency with a qualified handgun instructor.
- Thomas Moad: Assistant Marshal, Texas Ranger, helped capture William “Curly Bill” Brocious, and the first El Paso Police officer killed in the line-of-duty.
- Submission of the TCOLE application and associated affidavit.
Required Steps:

- Download and complete the TCOLE Qualified Retired Firearms Certificate application.
- Provide certified copies of required identification and agency retirement documents.
- Complete annual firearms proficiency training with a certified instructor.
- Submit forms and fee to TCOLE as instructed.
